In general, the plan is functional with just a few minor modifications. First, <br />the cul -de -sac as shown would exceed 1,000 feet in length. The Subdivision <br />Ordinance limits cul -de -sac lengths to 500 feet for public safety reasons. <br />This could be-accommodated if an outlet is provided to the property to the <br />south as an outlot. This outlot could then be dedicated and included in a <br />loop road through that property, giving it adequate access. <br />A second item should concern the buffer zone ownership. The zone should be <br />shown as part of each residential lot rather than a separate lot. This will <br />likely result in-easier maintenance of the landscaped strip. <br />The most significant issues regard the procedural impacts of the rezoning. <br />Among these are other area land uses, road assessments and Comprehensive Plan <br />conformity. Mr. Lee has indicated that road construction and assessments would <br />be covered by the developer. The PUD agreement should incorporate this <br />requirement. -'111th regard to the Comprehensive Plan, an amendment to its <br />Planning District 5 section must be considered if the rezoning is granted. <br />Currently, the plan recommends that the area be developed in a single family <br />fashion, justifying the R -1 zoning designation. A rezoning, particularly from <br />R -1 to I -1 would clearly contradict the plan, which by State Statute must <br />agree with the ordinance. <br />Such a change will ^also affect surrounding land use designations, particularly <br />to the east. Rezonings for these areas should also be considered. Transitional <br />land uses would appear to be desirable, such as limited commercial or high <br />density residential. <br />REC0MidENDATION <br />In general, the plan is a positive proposal for the area. In addition to <br />providing immediate development and jobs, it provides for the screening and <br />buffering of incompatible land uses to the south.
