The summary must conform to the statutory definition (see <br />Manual Item XVII -31), and must include a notice that a <br />printed copy of the ordinance is available for inspection <br />during regular office hours at the office of the city <br />clerk; <br />d. A copy of the entire text of the ordinance must be posted <br />in the community library if there is one, or if not, in <br />any other public location designated by the council; <br />e. Prior to publication of the summary, the council must <br />approve the text of the summary; <br />f. The text of any summary must be published in a body type <br />no smaller than Brevier or 8 pt. <br />3. Summary Budget Statement: (Minnesota Statutes 471.6965) <br />This is an entirely new publication requirement for cities, <br />included in the Public Notice Reform Bill. The summary budget <br />statement is a capsule description of the city's budget. It is <br />to contain information relating to anticipated revenues and <br />expenditures, and the exact form is to be prescribed by the <br />State Auditor. The law requires that this form be designed so <br />that comparisons can be made between the current year and the <br />budget year, and a note must be included in the summary budget <br />statement that the complete budget is available for public <br />inspection at a designated location within the city. <br />The budget statement must be published once each year, upon <br />adoption of the city budget by the council. <br />4. Financial Statements: (Minnesota Statutes 471.697 and 471.698) <br />The publication requirenents for city financial statements <br />differ depending on whether or not the city is above or below <br />2500 population according to the latest federal census. <br />a. Cities over 2500 population: <br />i. The city must publish either the full report or a <br />summary of the report. <br />ii. In either case, the publication rust occur in the <br />form prescribed by the State Auditor. <br />ii. It must be published one time. <br />iv. If there is no qualified newspaper of general <br />circulation in the city, then the report must be <br />posted in the three most public places in the city. <br />16 <br />- more - <br />
