northwest associated consultEnts, Inc. <br />PLANNING REPORT <br />TO: Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />FROM: David Licht <br />DATE: 3 January 1985 <br />RE: Gordie Howe - Park Avenue Development Proposal <br />FILE NO: 758.09 - 84.55 <br />BACKGROUND <br />Mr. Howe is proposing to develop a small parcel of land west of Park Avenue. The <br />parcel which is to be separated from a tract of land which runs between Park Avenue <br />and Rice Street is presently zoned B -3 and is located just north of the two single <br />family properties at Park and Demont which were rezoned to R -B this summer. The <br />development proposed is two four unit buildings on two separate parcels of land. <br />The buildings, except for the proposed colonial design are to be similar to Mr. Howe's <br />prior project on Ruth Street. <br />Due to the location and proposed site arrangement, a number of approvals are <br />necessary. These are: <br />1. Rezoning from B -3 to R -2. <br />2. Subdivision of the two parcels. <br />3. Variance to lot width - 125 feet required, 105 feet available. <br />4. Conditional use permit for multiple fancily dwelling within the R -2 District. <br />5. Conditional use permit - planned unit development for separate parcel <br />lacking direct public street frontage and utilizing shared access. <br />REQUEST ANALYSIS <br />Rezoning. The most significant issue posed by the suggested development is the re- <br />zoning from B -3 to R -2. Over the last summer, the area in which the site in question <br />is located generated major discussion as it related to the development of a car wash <br />and parking lot.
