Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />3 January 1985 <br />Page Three <br />Planned Unit Development. The clustering of the two proposed structures is seen <br />as acceptable from a site layout perspective. This positioning and the division <br />of the property, however, requires approval of a conditional use permit - planned <br />unit development. This is seen as accetpable provided driveway and utility easements <br />are properly prepared and a property owners association is established for maintenance, <br />repair and other such factors of joint utilization. <br />Site Design Evaluation. The site and building plans, as proposed, are attached to <br />this report. These are reflective of the proposal with the exception that the <br />garages will be five stall structures instead of four bay buildings., This situation <br />will result in five foot setbacks from the internal lot line. Such situations are <br />acceptable from a planned unit development zoning perspective and also building code <br />requirements. It has been recommended to the applicant that intense landscaping <br />improvements be added at minimum to the south and west portion of the site. Similar <br />treatment would also appear desirable to the north. To the east some site enhancement <br />would also assist in the accomplishment of the transition concept. All other aspects <br />of the site layout have been found to conform to the City's zoning requirements. <br />RECOMMENDATION <br />Approval of the five requests involved in the proposed development are recommended <br />contingent upon: <br />1. The subdivision is prepared in final plat form and processed accordingly. <br />2. Utility and drainage easements be placed along all lot lines. <br />3. Park dedication fees be paid. <br />4. Utility and drainage plans be subject to the review and approval of the <br />City Engineer. <br />5. A development contract, as well as property owners association agreement be <br />prepared to govern driveway and utility maintenanceand repair, plus any other <br />jointly utilized facilities. The agreements in question should be subject to <br />the review and approval of the City Attorney. <br />6. Intense landscaped natural screening be required along the south and west lot <br />lines of the property. Landscape enhancements are also to be made along the <br />north and east portions of the sites. Plans for these improvements detailing <br />number, species and location shall be subject to the review and approval of <br />the City Planner. A performance bond as specified by the Zoning Ordinance <br />shall be required for these improvements prior to the issuance of building <br />permits and said improvements are to be installed prior to the issuance of <br />building occupancy permits. <br />17 <br />
