Licht <br />DATE: 2 January 1985 <br />RE: Ryan Industrial Park <br />FILE NO: 758.09 - 84.43 <br />BACKGROUND <br />For some time the City has been concerned about the physical condition and <br />maintenance of a number of properties located within the Ryan Industrial Park. <br />At the directive of the City Council; we have gradually proceeded with con- <br />tacting individual property owners and addressing ordinance concerns. To date, <br />we have received total cooperation from all those who we have dealt with and <br />anticipate a similar response as we continue the code enforcement program. <br />Difficulties have, however, been encountered in the process. These have resulted <br />from developments which have occurred prior to the existing ordinance from <br />development being other than that initially proposed and approved and from site <br />layout and building placement which are generally outdated by current standards. <br />This situation has resulted in present buildings being nonconforming plus has <br />hampered resolution of code violations and general site improvements. A case <br />in point is Peterson Maintenance Corporation. At present, this operator is <br />storing materials within the required front yard. As a means to resolve this <br />situation, a new storage structure is proposed towards the "rear" of the property <br />along the north lot line. This placement of the new building will be approxi- <br />mately the sane as the existing structure. This is five feet from the lot line <br />while 15 feet is required. Under normal procedures, a variance would he required <br />to accomplish this proposed site improvement. <br />Given the fact that the Ryan Industrial Park is nearly fully developed and in <br />view of the fact that it is nearly totally impossible for a majority of the <br />properties to conform to present ordinance standards, it is recommended that a <br />conditional use - planned unit development be established for the entire sub- <br />division. The purpose of this classification would be to minimize development <br />standards internal to the area and allow the sites to function and improve without <br />the time and costs involved in processing variances on an individual lot by lot <br />basis. <br />1J V v‘ 4' " <br />
