programs as preferred alternates to landfills, we are concerned <br />about increased costs to our cities as described in this <br />document. <br />-cost to revise comprehensive plans (page 81). <br />- problem with levy limits (cannot start new programs). <br />- problems with forcing cities into private enterprise (page 46). <br />(Providing drop off sites, collection services). <br />- mandatory ordinances for collections, separation, (costs of <br />enforcement plus costs to develop ordinances) page 47. <br />- cities do not have money to provide containers as suggested on <br />page 48. <br />4. We believe that in addition to the efforts needed for market <br />development, the council should really take the lead in <br />developing a direct incentive program to the waste producers. <br />The way the system operates now, there is no direct benefit to <br />the waste producers (all of us) to reduce volume or recycle. <br />(It costs the same whether you put out a half a can of garbage <br />or two full cans of garbage). Incentives are much more effective <br />than more mandates. <br />
