future development patterns, health, safety and welfare. <br />8. We also object to giving the counties override authority with <br />respect to collection and separation type ordinances. (page 47) <br />9 We also have a concern with the thrust of this document with <br />respect to 'open hauling' (page 30 and 49). Philosophically we <br />think competition is beneficial to hold down costs of <br />collection. We do not feel that 'open hauling' is necessarily as <br />inefficient as this document implies. <br />-In any case, these decisions should be made at the city level <br />and not at the county or metro level. <br />-If some other level (i.e. county or metro) must determine where <br />the waste goes when it leaves a city,. we can live with that, <br />but do not mandate or regulate the collection process within a <br />city. <br />10. In summary, rather than stressing a lot of costly mandates for <br />local governments, place your emphasis on positive actions: <br />A. Education and public information. <br />H. Market development for those portions of the waste stream <br />that have value. <br />
