MINNESOTA <br />HOUSING <br />FINANCE <br />AGENCY <br />February 1, 1985 <br />Dear Municipal Official: <br />In June of last year the Minnesota Housing Finance Agency (Agency) contacted <br />your community with regard to participation in a Rental Rehabilitation Program <br />that was funded by the Department of Housing and Urban Development (HUD). <br />HUD had appropriated $778,700 in funds for the operation of the program. Of <br />the 77 communities contacted, 21 agreed to work with the Agency in administering <br />the program. <br />HUD has recently appropriated an additional $696,000 for fiscal year 1985 for <br />the Rental Rehabilitation Program. The Agency once again invites communities <br />to work with our Agency in distributing these funds to eligible property owners. <br />Under the original program guidelines the Agency established an eligibility <br />criterion that buildings must contain a minimum number of five units. Many local <br />officials indicated that the restriction of working with properties with five <br />units or more did not serve the rental housing needs in their community. For <br />the operation of the fiscal year 1985 program, the Agency has eliminated this <br />minimum unit requirement; rental properties of all sizes may participate. The <br />revised program as proposed will entail additional administrative responsibilities <br />at the local level; however, it is hoped that this program revision will better <br />serve the needs of your community. <br />The enclosed program summary and proposed design highlight the revised program <br />for the use of fiscal year 1985 dollars. An informational meeting, concerning <br />the revised program and local government participation, will be held Thursday, <br />February 14, 1985, at 1:30 PM at the Agency office: 333 Sibley Street, St. Paul, <br />MN.
