MINNESOTA <br />HOUSING <br />FINANCE <br />AGENCY <br />February, 1985 <br />RENTAL REHABILITATION PROGRAM <br />The Minnesota Housing Finance Agency will continue to administer the Rental <br />Rehabilitation Program under the existing ground rules in those communities <br />that do not have the administrative capacity to run a program; only properties <br />with five units or more are eligible. For those communities who have identified <br />rehab need in their communities in small properties and who choose to administer <br />the program, the following program design is proposed: <br />Proposed Decentralized Program Design <br />DISTRIBUTION OF FUNDS <br />1) MHFA will accept applications on an ongoing basis commencing April 1, 1985. <br />MHFA will review proposals for funding twice a month: on the 2nd and 4th <br />Friday of every month. Generally applications that meet program guidelines <br />will be funded on a first -come, first -serve basis. Communities will be <br />notified the week following the 2nd and 4th Friday of funding decisions. <br />2) It will be the responsibility of local municipalities to "broker" applications. <br />Individual property owners will contact local community representatives for <br />program applications. Community representatives will assist building owners <br />in complying with program regulations, preparing application packets, and <br />submitting applications to MHFA. <br />3) Tenant subsidy vouchers (Housing Voucher Program) will be awarded on a first - <br />come, first -serve basis provided the community is in need of at least ten <br />housing vouchers. Efforts will be made to coordinate applications to HUD <br />for contract authority so that only one application is necessary. <br />ADMINISTRATIVE RESPONSIBILITIES <br />Municipality <br />1) Program marketing . <br />2) Determination of neighborhood eligiblity <br />3) Inspection of property to develop proposed rehabilitation work • <br />- Compliance with local codes, HUD Housing Quality Standards (HQS) <br />4) Receipt and review of applications <br />- evidence of energy audit <br />- evidence of bids for scope of work <br />- pictures of building and proposed work <br />- evidence of match to grant dollars <br />- identification of minority contractors /subcontractors <br />5) Selection of proposals; submission to MHFA <br />6) Execution of legal documents <br />7) Construction monitoring 4 1. <br />333 Sibley Street, Suite 200.
