8) Final inspection of property <br />- pictures of after - rehabilitation work <br />- evidence of compliance with energy standards <br />- compliance with HQS <br />- compliance with local standards <br />*Communities may utilize small cities block grant funds to- defray administrative <br />costs. <br />MHFA <br />1) Provision of program brochures <br />2) Review applications for program compliance <br />- assure cost reasonableness of bids <br />- monitor fair housing and affirmative contract compliance requirements <br />3) Fund proposals bi- monthly <br />4) Mocate vouchers <br />5) Mcnitor proposals within each community <br />6) Provide technical assistance as requested <br />PROGRAM RESTRICTIONS <br />No buildings with a majority of one - bedroom units will be selected. <br />Three- bedroom units will receive absolute priority. <br />Communities must indicate their intent to participate and there must be the <br />tte commitment by the local Public Housing Authority to administer the Lousing <br />v<uchers. <br />Communities must have the staff capacity to administer the program. <br />PROPCSED TIMELINE <br />Week of February llth: Discussion with local communities on decentralized model. <br />Week of February 25th: MHFA Board of Directors approval of Program Design. <br />Week of March 4th: MHFA solicits community intent to participate; subsequent <br />response from communities. <br />Week of April 1st: Program operational <br />April 12, 1985: ` First deadline for proposals <br />4 i <br />
