MINUTES <br />Planning Commission <br />March 14, 1985 <br />Dave Mr. Dave Frattalone appeared before the Commission and reported that <br />Frattalone he would like to sell the 2 1/2 acre parcel on which' his greenhouses <br />Greenhouses are located. The buyer of the property would like to put a building <br />on the property and do some retail sales. <br />Mr. DeLonais pointed out that the Council has a six month moratorium <br />on this property. Mr. Ducharme informed the Commission that the <br />Council has set up a timetable whereby the moratorium issue may be <br />resolved within the next few weeks. There is an April 3 workshop <br />scheduled with the Council and Planning Commission and property owners <br />and those within 350 of the property to discuss the future development <br />of this property. <br />Mr. Ducharme also stated that the feeling of the Council is that they <br />do not want metal buildings in this area. Mr. DeLonais reported that <br />the City does not want to have another Ryan Industrial. Park in this <br />area. <br />Mrs. Timmons pointed out that the Frattalone proposal is a continuing <br />use of the property, just a change in owners. Mrs. Timmons stated <br />that she was in favor of a meeting to discuss the area, but did not <br />feel that the City should hold up any economic development in the <br />area. <br />The Planner stated that retail sales is not a permitted use in this <br />zoning district. Retail sales is not even a conditional use. Mr. <br />Frattalone would have to request a rezoning of the •aroperty. <br />Mr. DeLonais stated that he did not feel that the majority of people <br />in the area want the property rezoned. <br />Mrs. Timmons felt that the Frattalone request should be looked at. <br />Mr. Davison stated that drainage was also a consideration of the <br />moratorium. <br />Mrs. Timmons stated that she did not feel that this was a good area <br />for residential development and she did not want to see more multiple <br />housing in the City. <br />Mr. Costa expressed concern that the type of multiple housing that <br />would develop in this area would be similar to that Chat is on Edgerton <br />in Vadnais Heights. Mrs. Timmons stated that she would rather see <br />industrial development in this area than this type of multiple family. <br />Mrs. Timmons recommended that the City release the moratorium on the <br />Dave Frattalone property and consider the Frattalone proposal based <br />on the fact that Mr. Frattalone has had his property on the market for <br />three years, the time of year, and that the proposal is not a change ` <br />in use of the property. <br />Page —3— <br />
