MINU'P °.S <br />City Council <br />March 14, 1985 <br />Text <br />Amendment <br />(Cont.) <br />Mrs. Timmons felt that the amendment sounded very restrictive. <br />Timmons stated that the amendment sounds like the School District <br />could not do what it is presently doing at Fairview, Lexington or <br />Falcon Heights under this amendment. Timmons suggested that the <br />City review the zoning ordinances of surrounding cities in this <br />regard. <br />Mrs. Timmons felt that the City should open the door to rapport with <br />the School District. Timmons stated that the City should get some <br />input from the School District as to their plans for Kellogg. <br />Mr. Davison commented that he felt that the City had a right to <br />complain about the process that was used for consideration of <br />closing Kellogg. <br />Mr. Herkenhoff did not, feel that the definitions of the community <br />center or neighborhood center were vindictive. Herkenhoff pointed <br />out that something will happen at Kellogg and the City should not <br />sit hack and allow something that it does not want. Herkenhoff <br />stated that the citizens have a right to be heard. <br />Timmons pointed out that as it stands the amendment would not allow <br />at Kellogg what is happening at Fairview. That is, a community <br />center that is partially rented. <br />The Planner stated that the City needs some control. The problem is <br />by not having a community or neighborhood center defined, there is <br />no control for the City. The City wants to handle this problem <br />before anything happens. Also, if the School District wanted to <br />put something in the building that is not defined by the ordinance, <br />they could apply for a text amendment. <br />Mr. Herkenhoff did not feel that it was vindictive of the City to <br />get involvd in the planning for Kellogg. <br />Mrs. Kingsbury suggested that the City look at definitions that <br />surrounding cities use. Kingsbury did not feel that the School <br />District should be limited by not renting out a portion of the <br />building so that the revenue would support a community center or <br />neighborhood center. <br />Mr. Perlinger stated that this is only a clarification of the ordinance, <br />and nothing to do with the closing of Kellogg. <br />Mrs. Kingsbury recommended that the City Clerk report on the definitions <br />of community centers and neighborhood centers used by surrounding <br />cities. <br />Motion seconded by Mr. French. <br />Motion carried 9 - 0. <br />Page -6- <br />
