MINUTES <br />Planning Commission <br />March 14, 1815 <br />Text Amendment <br />Community <br />& Neighborhood <br />Centers <br />The Planner submitted to the Commission a proposed text amendment <br />which defines community centers and neighborhood centers under the <br />Public zoning district. The Planner stated that currently these <br />are not defined in the ordinance. <br />Mrs. Timmons stated that she felt the text amendment was a reaction <br />to the School District's proposal to close Kellogg High School. <br />Timmons asked if the intent of the amendment was to restrict the <br />use of. Kellogg by the School District. <br />Mr. Davison stated that he was at a meeting at which Bob Orth was <br />present and it was suggested that the Ramsey County Board of <br />Commissioners may be looking for a place to expand their Outreach <br />Programs. They are looking for an area that is more accessible to <br />the northern suburbs. <br />Mrs. Kingsbury stated that the School District, if Kellogg is closed, <br />will have three options for the property: to sell the building, <br />to rent it out entirely, or to make it into a community center with <br />portions of the building being rented. <br />Mr. Davison questioned how willing the School District would be to <br />sell the building and pointed out how reluctant they have been to <br />sell Spooner Park. Davison stated that the County may not want the <br />building unless they can buy it. <br />Mrs. Kingsbury asked if the text amendment would allow part of the <br />building to be rented out and the remainder to be community center. <br />The Planner stated that he did not think this would be allowable as <br />a community center or neighborhood center would have to be for an <br />educational or recreational purpose. <br />Mrs. Kingsbury pointed out that the School District rents space <br />out at Fairview and other - community - - centers so that the taxpayers <br />do not have to pay for the upkeep of the building. <br />Mr. Davison stated that he was concerned that the City could end up <br />with a Lino Lakes work center or something on this order. <br />The Planner stated that the City's problem is that there is nothing <br />in the ordinance defining community or neighborhood center. <br />Mrs. Timmons stated that she was not opposed to the use of Fairview <br />and asked what Roseville's definition of community center was. <br />Mr. Herkenhoff stated that he was not sure that the City was being <br />vindictive in this case. Herkenhoff stated that he felt the City was <br />being fair in handling the matter openly and honestly. Herkenhoff <br />stated that there have been problems at the Little Canada School because <br />there were not clearly defined terms. <br />Page -5- <br />
