This situation coupled with the extreme amount of <br />difficulty the City has experienced with the district in dealing with the <br />closing and reuse of the Little Canada Elementary School has prompted a review <br />of the City's zoning controls as it relates to the high school site. <br />The high school is presently zoned "public" which is a district classification <br />which is fairly limited to educational, recreational and religious activities. <br />The public district was a change in zoning classification in 1980 from a <br />previous designation of a school. The public district is a combination of <br />several,,previous classifications of public property, school property and church <br />property. The 1964 Zoning Code basically had no regulations governing such use <br />zoning classifications. The intent of the public (P) district as expressed by <br />the Comprehensive Plan (page 70) is "public and semi - public uses. This zone <br />would incorporate schools, churches, public buildings, etc. to give the City <br />more control of and development in the event of a change in use." Such a <br />situation was confronted by the City in the dealing with the closing and sale <br />of the Little Canada Elementary School. <br />A review of the Ordinance text provisions on the public district by the City <br />Attorney and our office indicates that the present listing of uses is satis- <br />factory and the only matter which might be of concern is the interpretation <br />of neighborhood and community centers.
