Little Canada Mayor and City Council <br />18 March 1985 <br />Page Two <br />Easement. There is a 50 foot NSP easement that runs east and west across the <br />northern part of the property. This leaves an 80 foot wide buildable area <br />from the easement to the south property line. <br />Parking. Parking for storage facilities is determined on a one (1) space per <br />one thousand (1,000) square feet of floor area ratio. There is 3,024 square <br />feet of floor area in the structure. Four spaces have been provided in front <br />of the building. The Ordinance stipulates that each parking space be a minimum <br />of 82 feet wide by 20 feet in length. The site plan shows that these stalls <br />are only 9 x 18 and, as such, are in violation of the Ordinance. The parking <br />stalls are located beyond the 15 foot minimum away from the street surface. <br />Concrete curb bumpers should be provided for each stall if the surface is of <br />aggregate material. <br />Aisle and Driveway Access. The street access width is 20 feet, 4 feet less than <br />the maximum allowed. Since three loading berths are located in the rear of the <br />building, vehicles would need to use the 24' aisle between the structure and <br />the south property line. Due to the metal construction of the building, curb <br />barriers would have to be located at a distance of five feet around the structure. <br />A five foot curb barrier would also have to be provided next to the property <br />line. This leaves a maximum of 14 feet for the rear access aisle which would <br />be insufficient width for larger trucks to use. A minimum increase of 6 feet <br />to allow for a 20 foot driveway access would be sufficient for two -lane access <br />usage. <br />Loading. The proposed structure has severe shortcomings with respect to loading <br />berth requirements. As per the City Ordinance, "...The first loading berth shall <br />not be less than 70 feet in length,.. ", with additional berths not being less <br />than 30 feet in length. Loading berths are also not considered part of the front <br />yard setback. Thus, when including the 40 foot front yard setback, a minimum <br />of 110 feet must be provided between the street right -of -way and the building. <br />Currently, there have been problems in the Industrial Park with trucks using <br />the public right -of -way for backing space when loading and unloading. The <br />Ordinance provisions of Section 903.060, which state off - street loading require- <br />ments, are designed to avoid such problems. It is important to note that a <br />conditional use permit is required for all loading berths on the front of a <br />building. Loading docks on the site plan are shown to be 12 feet high by 10 <br />feet wide. The City Ordinance stipulates that exclusive of aisle and maneuver- <br />ing space, loading berths shall not be less than 10 feet wide by 14 feet high. <br />Thus, there is a violation of City regulations here as well. <br />RECOMMENDATION <br />Based on the analysis provided herein and the regulations of the City Ordinance, <br />we have found the proposed structure in violation of City Code in several respects <br />and recommend the facility not be constructed as shown on the site plan. The <br />specific site alterations which must he addressed are as follows: <br />1. Increase of parking stall length by two feet. <br />39 <br />
