Section 5 Two reports were submitted to the Commission at the meeting from <br />Street Plan the Engineer regarding the street plan for Section 5 currently <br />under the moratorium. The Planning Commission did not have time <br />to review these plans. <br />Mr. Ted Johnson, developer and owner of property in this DeSoto- <br />Centerville area attended the meeting. He was interested in <br />any action taken concerning the area in question. Mr. Johnson <br />is interested in acquiring more of the land. <br />Mr. DeLonais stated that if a big development would come in it <br />would take priority over the suggested systems. <br />Mr. Davison stated that arrangements should be made for outlots <br />and access roads and a decision made on DeSoto before there is <br />a hearing. <br />Community The Planning Commission discussed the proposed text amendment <br />Centers defining Community Centers and Neighborhood Centers relating <br />to the possible closing of Kellogg High School. <br />Mrs. Timmons referred to the March 14th Planning Commission minutes <br />with regards to the request for definitions of community centers <br />and neighborhood centers used by surrounding cities. Mrs. Kingsbury <br />understood from Mr. Chlebeck that Mr. Fahey would get this informa- <br />tion. <br />Mrs. Timmons stated that we are an entity of the School District. <br />Therefore, we can make our own decisions. However, the City should <br />cooperate with the School District and perhaps have a Workshop <br />with the School Board. She is of the opinion that we are putting <br />limitations on the building because of no lines of cooperation. <br />She believes that we should be looking at Kellogg as a benefit <br />to the City in the areas of water, sewer and police protection, <br />and we should keep out a Welfare Distribution Center. <br />Mr. Herkenhoff definitely feels that we should be thinking about <br />Little Canada and what would be good for Little Canada. <br />Mr. Davison stated that we should be in favor of what goes in <br />there. <br />Mr. French stated that the decision on Kelloggs closing hasn't <br />been made yet and he is not in favor of rocking the boat now. <br />Mr. Herkenhoff strongly feels that we should be able to make <br />an independent decision and be prepared with a plan. <br />Mr. French made the following motion: <br />Denying the proposed definition of the Neighboring <br />and Community Centers for the resons mentioned in <br />this discussion. <br />Page -6- <br />
