1.5 Community School Center <br />A community school center, according to the Educational Facilities Laboratories <br />report Community School Centers, has the responsibility of bringing together <br />the "mix of services needed by the community" and providing coordination of <br />those services. A center may include K -12 education, day care, senior citizen <br />programs, job placement services, vocational and manpower training, a public <br />library, adult education, performing and creative arts, family and youth <br />counseling, and municipal services. <br />Community centers vary in their organization and operations. Of sites visited, <br />Eisenhower Community Center, Hopkins, MN; Westonka Community Center, Mound, MN, <br />and Edina Community Center, Edina, MN, illustrate the community center concept. <br />Westonka and Edina Community Centers both offer community education programs, <br />various types of counseling services, and lease to theater, dance and produc- <br />tion groups. Unlike a typical community school center, Westonka also leases to <br />the business sector (Appendix D). The Center, developed largely through the <br />cooperative efforts of school and community persons, tends to attract tenants <br />that complement existing services. For example, a wholesale supplier of day <br />care products joined the center after two other large day care operations were <br />in place. Westonka uses a rental charge formula (Appendix E) that may serve as <br />a guide for developing a leasing /rental formula. <br />Edina has implemented complex, multi -use schedules for leasing spaces which <br />benefits lessees (shared costs) and the center (increased rental income). Saturday <br />and Sunday, 7:30 a.m. to 10:00 p.m. Refer to Appendix F for the Community <br />Center building directory. <br />1.6 Inter - Agency Agreement <br />Inter- agency agreements between city and school officials should be in writing, <br />reported Lathen and Canutillo in a 1982 American School Board Journal, and <br />"should spell out the conditions for community use of school facilities and for <br />school use of municipal facilities." <br />St. Louis Park <br />agreement with <br />use though its <br />School District, St. Louis Park, MN, through a joint powers <br />the City of St. Louis Park exemplifies this type of alternative <br />Lennox Community Center.
