MINUTES <br />Planning Commission <br />(1 Feb. 14, 1985 <br />Lee Matter <br />(Cont.) <br />Mr. Lee explained that all industrial access for his park would be <br />to South Owasso Blvd. <br />Mr. Costa asked the type of buffering planned for the residential <br />area. Mr. Lee reported that he would build a burm and plant trees <br />on top of the burm. <br />Mr. Lackenmeyer suggested a walking path along the buffer zone. <br />Mr. Lee commented that the City does not want a walking path in <br />this area as it would not connect park properties. Lee commented <br />that the path would just probably attract snowmobiles, which would <br />not be very desireable. <br />Mr. Lee reported that he is presenting his plan for the information <br />of the Planning Commission and does not think any action by the <br />Planning Commission is necessary. <br />Mr. Davison stated that he would he in favor of the R -1 area being <br />only single family with no duplexes and commented that this would <br />provide for less traffic. <br />Mr. Zoch asked the feelings of the Commission on the rezoning of <br />his property. Mr. Zoch proposed that the northern 330 feet be <br />rezoned to commercial or industrial and the southern 80 feet be <br />residential. <br />The Planner pointed out that Mr. Lee's residential street could be <br />50 feet in width under the ordinance rather than the proposed 60 feet. <br />Mr. Davison felt that the R -1 street should be totally R -1 and asked <br />the effect of Mr. Lee's proposal on the future development of the area. <br />Mr. Costa felt that the Lee proposal would help in the development <br />of the Fasciana property. <br />It was the concensus of the Planning Commission that Mr. Lee's R -1 <br />area should be totally single family. <br />Mr. DeLonais recommended that the Larry Lee development plan be approved <br />under the condition that a bond be posted to ensure that the R -1 <br />road is put in, that the Zoch property would be rezoned as proposed <br />by Mr. Zoch, that Mr. Lee pay all assessments for the R -1 road and <br />put in all utilities, that an outlot going to the Fasciana property on <br />roughly Lot 11, be dedicated for future development of the Fasciana <br />property and this definitely not extend into the Burke Lane area, <br />and that roughly 3 /4th's of the northern portion of the Zoch property <br />be rezoned to industrial, and that the whole matter be handled under <br />a PUD agreement. <br />Motion seconded by Mr. Herkenhoff. <br />Motion carried 5 - 0. <br />Page -6- <br />�9 <br />
