MINUTES <br />Planning Commission <br />''` Feb. 14, 1985 <br />Larry Lee <br />Matter <br />(Cont.) <br />Mr. Lee then explainedhow a looped street system could be worked <br />out in the area including Burke Lane. The Burke Lane residents <br />indicated that they would not be in favor of a looped street system <br />that included them. <br />Mr. Lee reported that he is proposing a 900 foot cul -de -sac and <br />the City Code only allows 500 foot cul -de -sacs. However, Lee did <br />not know how else the property could develop. <br />Mr. Ducharme indicated that Mr. Bougie is against access onto Conduit. <br />Mr. DeLonais stated that he felt the plan was O.K., but asked what <br />Mr. Fasciana would want. <br />Mr. Lee stated that Mr. Fasciana would like commercial zoning for <br />his property, but the proposal Lee is presenting would not encourage <br />this. Also, the Zoch property should be upzoned to commercial. Mr. <br />Zoch indicated that this is what he would want. <br />The Commission discussed how the 500 foot limitation for a cul -de -sac <br />was arrived at. Mr. Lee commented that the 500 foot figure is an <br />arbitrary one and the reason is for the City to get a looped water <br />system. However, the system would be looped in this area. Mr. <br />Lee stated that looping the street system for the residential area <br />with the industrial park would be poor planning and would also <br />bring industrial traffic onto Conduit. <br />Mr. DeLonais stated that under Mr. Lee's plan the Fasciana property <br />would have to stay residential. <br />Mr. Lackenmeyer of Burke Lane stated that he felt the Lee plan, was <br />a good one and protected the Burke Lane residents. Lackenmeyer agreed <br />that the Zoch property should be rezoned to commercial or residential. <br />The Planner felt the plan was a good solution and protected the residents. <br />It also allows for industrial development, which is positive for the City. <br />Mr. Lackenmeyer asked how the City could ensure that the residential area <br />would be developed and not just sit vacant. Mr. Lee replied that a bond <br />could be required for the completion of the road at the same time the <br />industrial park is developed. <br />Mr. Ducharme stated that Mr. Bougie is concerned that he will have to <br />pay road assessments. Mr. Lee stated that he will pay for the cost of <br />the road. <br />Mrs. Zoch indicated that Mr. Ed Nadeau is opposed to the Zoch property <br />going industrial. Mr. Zoch stated that Nadeau was concerned about <br />truck traffic on Conduit. Mr. Lee stated that the Zoch property could <br />develop as industrial and have access into his industrial park and not <br />onto Conduit. <br />Page -5- <br />
