PLANNING REPORT <br />northwest associated consultants, inc. <br />TO: Little Canada Planning Commission <br />FROM: Ann Liebenstein /Stephen Grittman <br />DATE: 11 June 1985 <br />RE: McDonald's CUP and Variance Requests <br />BACKGROUND <br />Ms. Kay Kassinger of the McDonald's Corporationhas applied for a condi- <br />tional use permit allowing an additional egress onto Minnesota Avenue. <br />The engress serves the drive - through lane and eliminates the driveway <br />entirely encircling the restaurant. In addition a variance to the Sign <br />Ordinance is sought to allow an additional freestanding sign on the southern <br />McDonald's property line. The requested changes are illustrated on the <br />site development plan. <br />CONDITIONAL USE PERMIT ANALYSIS <br />The McDonald's property is located in an area zoned B -3, General Business <br />District. The drive - through facility was granted a conditional use permit <br />by the City on June 11, 1980. At this time concern was expressed about <br />circulation and the City Council added provisions to the plan to discourage <br />patrons from exiting onto the already congested Rice Street. One of the <br />requests was the restriping of the parking lot south of the restaurant <br />creating angled parking which would head traffic conveniently toward the <br />east exit on Minnesota Avenue. Another provision was the erection of a <br />sign "No Right to Rice Street" at the corner where the drive - through lane <br />re- entered the parking lot near the Rice Street entrance. Traffic is not <br />to exit onto Rice Street from McDonald's. Concerning the pending condi- <br />tional use permit request, Section 903.050 specifies: <br />• For commercial uses a curb cut cannot be located less than sixty <br />feet from the property line of a street intersection. <br />• Curb openings cannot be less than forty feet apart. <br />• One curb cut access is allowed per 125 feet of street frontage. <br />7 <br />4820 minnetonka blvd. minneapolis, mn, ste. 200 55416 (6121 925-9420 <br />
