WHEREAS, the City Council of the City of Little <br />Canada specifically finds that all of the land within the City <br />limits would benefit from a storm sewer improvement tax <br />district since the fair market value of all property within the <br />City limits would increase because of the availability of a <br />central system assuring both present and future land owners a <br />coordinated approach to drainage problems within the City <br />limits; the City also finds that one drainage ditch receives <br />85% of the storm water, and that 95% of the run off drainage <br />from the City is deposited into Lake Gervais and that the <br />amount and quality of storm water deposited in Lake Gervais is <br />a City -wide concern; in addition the City finds that, because <br />the entire City is in the Ramsey County Watershed District, the <br />proposed storm sewer tax district is relatively easy to manage <br />as a unit; and finally, the City Council finds that the area <br />within the City limits as a whole will be benefitted because <br />the improvement of the storm sewer system in certain areas of <br />the City will benefit other areas of the City by alleviating <br />and lessening the amount of storm water that will drain into <br />that area and will thereby reduce the possibility of overflow <br />and flooding; <br />NOW, THEREFORE, IT IS HEREBY ORDAINED BY THE CITY <br />COUNCIL OF THE CITY OF LITTLE CANADA, MINNESOTA: <br />18 <br />
