These are federal <br />formula distribution funds administered by the Department of Housing <br />and Urban Development appropriated for projects that (1) benefit <br />low and moderate income families, (2) aid in the prevention or elimina- <br />tion of slums and blight, or (3) eliminate urgent community development <br />needs which pose an immediate threat to the health and welfare of <br />the community. Ramsey County suburban communities have just become <br />eligible, as recent Census Bureau estimates place the aggregate <br />population at 200,000. <br />The alternative to this entitlement program is a small <br />cities competitive program administered by the State Department <br />of Economic Development using federal HUD funds. In 1985 there <br />were 89 applications for $22,000,000 in this program. Thirty of <br />these applications were funded, mostly for small outstate communities. <br />Only two of the funded projects were from the metro area: one each <br />for Carver County and the City of Carver. The only Ramsey County <br />suburban community to be funded under this program during the last <br />five years was the City of New Brighton in 1982 for a new water <br />supply due to contamination of the ground water. The entitlement <br />programs will provide between $1,000,000 and $2,000,000 to be used <br />for eligible projects within the eighteen communities that make <br />up suburban Ramsey County. <br />In order for any of the suburban communities to be eligible <br />for these funds, each of the communities must sign an agreement <br />with the County that acknowledges that if a community wishes to <br />apply for funds, an application will be submitted under the program <br />administered by the County rather than the State. Application submission <br />is, of course, at the option of the local community, and signing <br />the agreement does not obligate a community to apply for funds. <br />Because of the population threshold, however, not signing an agreement <br />may preclude other communities from receiving these funds. <br />34 <br />
