Little Canada Planning Commission <br />Little Canada flayor and City Council <br />9 October 1985 <br />Page Two <br />Curbing. A five foot buffer between parking spaces, drive aisles, etc. and <br />property lines must be established and maintained. Essentially, this involves <br />locating a perimeter concrete curb around all paved areas five feet from the <br />property line. The existing wooden curbs will have to be eliminated. Grass, <br />plantings or surfacing material shall be provided in all areas between the <br />curbing and property lines. <br />Loading. There are no designated loading berths shown on the site plan. A <br />loading berth area must be shown as per the requirements of Section 903.060 <br />of the Ordinance. Our interpretation for loading provisions relative to the <br />use of the station would highly recommend one 70 foot loading space for the <br />larger gas trucks and an additional 30 foot space for convenience goods trucks <br />adjacent to the store. These loading berths are to be exclusive of drive aisle <br />and parking space, and should not conflict with the overall circulation pattern <br />of the development. <br />Circulation System. Given the already highly questionable site plan provisions <br />for parking, access, and loading, we strongly suggest the applicant submit a <br />detailed circulation plan with emphasis on the following: <br />1. A new designated parking area. <br />2. Pedestrian circulation movement from parking area to store. <br />3. Loading berths and required backing space. <br />4. Drive aisle circulation patterns throughout the development. <br />Again, it is important to note that these designations be exclusive of each <br />other with minimal impact or circulation conflict resulting from their location. <br />Landscaping. A detailed landscaping plan and schedule should be submitted in <br />conformance with Section 903.020, Subd. G of the City Ordinance. <br />Waste Receptacle. Location and proper screening of waste receptacle should also <br />be shown on the site plan. <br />Setbacks. The building and canopy location meets the required setbacks. <br />Signs. The applicant should be required to submit a plan illustrating all existing <br />and proposed signage in compliance with the Little Canada Sign Ordinance, Sec. 903.110 <br />RECOMMENDATION <br />Based upon the analysis above, we recommend the application for a CUP be tabled <br />until such time as the applicant submits a more detailed site plan. Of <br />particular concern is the overall functional design of the parking, drive aisle, <br />access and loading areas. The current site plan has no designation for loading <br />berths, the parking arrangement conflicts with the unloading of gas into the <br />underground tanks, and the plan does not adequately address the circulation <br />pattern. Thus, we are recommending that a revised plan be submitted with these <br />concerns in mind. <br />11 <br />
