PLANNING REPORT <br />northwest associated cons <br />TO: Little Canada Planning Commission <br />Little Canada Mayor and City Council <br />FROM: Jay Baago <br />DATE: 9 October 1985 <br />RE: Sinclair Gas - Conditional Use Permit <br />FILE NO: 758.09 - 85.33 <br />!tants, inc. <br />BACKGROUND <br />Mr. Michael Berglund has submitted plans and an application for a conditional <br />use permit to convert the existing Sinclair Gas operation to a self - service <br />gas station and convenience goods store. The station is located on the south- <br />west corner of I -35E and Little Canada Road (Exhibit A). Convenience gas and <br />grocery operations are allowed in the B -3, General Business District, by <br />conditional use permit. <br />ANALYSIS <br />The following items require discussion relative to this request: <br />Parking. The site currently has eight (8) parking spaces (Exhibit B). These <br />were required for the use of two (2) service stalls. These stalls are now to <br />be converted to convenience goods service. Under Ordinance requirements stated <br />in 903.050, Subd. H. only six (6) parking spaces are required for this type <br />of use. Thus, the number of stalls provided is acceptable. However, their <br />location relative to the location of the underground gas tanks creates a <br />circulation problem. When trucks are filling up the tanks, several of the <br />parking stalls are blocked. Site plan alterations correcting this problem <br />should be made. <br />Access. Access to the station is via Little Canada Road through a curb cut <br />whicWxceeds the City's standard of 24 feet. This access is shown to be <br />35 plus feet. Such a width can create ingress and egress problems in that the <br />circulation pattern is not clearly defined.
