MINUTES <br />Planning <br />Commission <br />Oct. 10, 1985 <br />Sinclair <br />(Cont.) <br />Mr. Johnson replied that there is room to drive around the building when <br />the spaces are occupied, however, when the station gets a gas delivery, <br />the tanker will have to utilize this area. <br />Johnson replied that the gas pumps will remain as is except for the <br />addition of one pump and new self- service pumps. <br />The Planner reported that the standard curb -cut is 24 feet. Sinclair <br />currently has a 35 foot curb cut and circulation is not defined as to <br />in and out lanes. The Planner stated that if there is a good reason, <br />the Engineer can approve a larger curb cut. <br />Mr. DeLonais stated that the 35 foot curb cut has been in existence for <br />a good many years. DeLonais felt that it was tough getting in and out <br />of this site and felt that the 35 foot curb cut was warranted. <br />Sinclair indicated that they can mark the pavement and show in and out <br />lanes. <br />Mr. Costa asked if Sinclair felt this enterprise would be successful in <br />this location. Sinclair replied that they have studied the proposal, <br />and feel it will be successful. Sinclair is proposing similar operations <br />in two or three other locations in the Twin Cities. <br />Mr. Costa asked where deliveries would be made. Johnson replied that <br />groceries would be received in the hack and gas would be delivered in <br />off-hours so as not to interfere with the operation. Mr. Johnson pointed <br />out that Sinclair owns the delivery trucks and can, therefore, control <br />when deliveries are made. <br />The Planner reported that code requires at least five feet of landscaping <br />around lot lines. The Planner pointed out that this is especially lacking <br />on the east and west property lines. <br />Mr. Johnson pointed out that along the freeway fence, there is at least <br />30 feet of green area already. Johnson pointed out that this area is <br />maintained by Sinclair. <br />The Planner pointed out that this provision in the ordinance is also to <br />reduce the amount of paved area and the effects of run -off. <br />DeLonais pointed out that landscaping was not required at the Speedy Market. <br />DeLonais commented that this is an existing situation. <br />Mr. Bill Blesener appeared before the Commission and reported that the City <br />has an internal problem with regard to the various reports received by <br />the Planning Commission on this proposal. Mr. Blesener suggested that <br />the Commission consider the information and make its decision. <br />Mr. Herkenhoff asked about the screening of waste recepticles. Mr. Johnson <br />indicated that they will screen them if that is what is required. <br />Page -2- <br />
