MEMORANDUM <br />TO: <br />northwest associated consultants, inc. <br />Little Canada Planning Commission <br />Little Canada City Council and Mayor <br />FROM: Jay Baago <br />DATE: 30 July 1985 <br />RE: Steneroden Rezoning <br />FILE NO: 758.09 - 85.07 <br />BACKGROUND <br />Mr. Rockne Waite, on behalf of Ruth Steneroden, is requesting a rezoning for <br />a parcel north of County Road C and east of Rice Street (see attached Exhibit <br />A). The parcel is presently zoned R -1, Single Family Residential. The re- <br />quested change is to B -3, General Business. The applicant originally requested <br />rezoning for a much larger area (including the parcel in question) but was de- <br />nied by the Commission and Council (Planning report dated 6 March 1985). <br />ANALYSIS <br />Exhibit B displays the parcel proposed for rezoning. The following issues <br />must be addressed when analyzing rezoning proposals: <br />Comprehensive Plan. The Little Canada Comprehensive Plan has set aside the <br />parcel for commercial development. This is due mostly to its location along <br />Rice Street. Thus, rezoning to B -3 would be consistent with the City's over- <br />all land use plan. <br />Traffic Generation. Rice Street is designated an arterial and is capable of <br />handling any traffic increase that would result from commercial development. <br />Compatibility. The rezoning would result in a northward extension of the <br />current B -3 District. Commercial development would thus be consistent with <br />existing uses to the south. However, with the R -1 District to the north and <br />east, compatibility problems could arise if proper screening is not provided. <br />As a condition for any commercial development on the property, screening and/ <br />or landscaping conforming to Section 903.020 C. of the City Ordinance must be <br />required. <br />24 <br />4820 min netonka nivd minneapolis, mn, ste. 200 55416 (6121925 -9420 <br />
