CITY OF LITTLE CANADA
POLICY FOR RESIDENTIAL STREET LIGHTING
General
This policy applies to street lighting erected within the public
right -of -way for the purpose of lighting public streets.
Traffic Safety shall mean both vehicle and pedestrian safety.
Requested and /or proposed light locations shall be physically
inspected by the Public Works Supervisor to determine the feasibility
of placement and the need.
Existing lights that may overlap, are too close per the City
standards or are deemed hazardous or unnecessary for traffic safety
can be removed or moved upon direction of the Public Works
Supervisor.
Since street lights are provided for street traffic safety only, as
noted in this policy, lighting for personal /neighborhood security is
not allowed under this policy. Security lighting is to be purchased
by the owner desiring such. Special hazards relating to traffic
safety may also be considered.
Street Light Request
Street lights will be considered upon receipt of a petition from
property owners on the affected street, or upon recommendation of the
Public Works Supervisor. Consideration will be given only when such
petition, and thereafter review by the City, demonstrates a specific
need warranted, due to traffic safety.
A petition requesting a light shall be by 50% of the abutting
property owners affected. The petition and signatures shall mean the
consent of the affected owners, to the City, to locate a light near
their property. A property owner shall be deemed affected if the
property is within 200 feet in any street direction from the proposed
location, on either side of the street.
A street light request may be delayed due to lack of funds in a given
budget year. City Council and /or the Public Works Supervisor must
approve all light requests prior to placement and after receiving the
Public Works Department recommendation on such.
City Council approval will be required in the following cases only;
hazardous and ornamental requests, arterial and collector street
placements, any and all deviations from this policy, any and all
cases not covered by this policy.
The Public Works Supervisor may approve all locations which do not
require City Council approval, and are consistant with this policy.
10
