MINUTES <br />CITY COUNCIL <br />APRIL 2C, 2006 <br />Allan pointed out that the water quality in Lake Gervais is very importanC <br />to the people living on the lake as well as the surrounding neighborhood. <br />Murphy stated that she understands this and reported that she recently <br />attended a shoreline restoration class. She again asked about how the lot <br />split got approved, and indicated that when they bought their property they <br />thought they were totally compliant with the City's codes. <br />The City Administrator pointed out that the concern about run-off and <br />water quality has increased and will continue to increase. The <br />Administrator reported Chat application of these environmental codes in <br />real-life situations has been a learning experience for Che City. The <br />Administrator felt that there was a way to achieve what the Murphy's wanC <br />to do without increasing any run-off into the lake. <br />Allan pointed out that there will be specs for the installation of a pervious <br />surface that will include installation of sub-base. Allan noted that it is the <br />specific type of installation that will determine whether or not additional <br />run-off wi]] be generated. <br />The City Administrator suggested that the Murphy's seek assistance from <br />Che City Engineer and the Watershed on materials and/or insta]lation <br />techniques that will not increase run-off. The Administrator also <br />suggested that an amendment to the Ordinance include the following <br />language for Section 903.OSO.D.8.j.i.(a) "Overall impervious surface on <br />the subject property does not exceed thirty percent (30%) or if impervious <br />surface area does exceed thirty percent (30%), then the addition of the <br />horseshoe driveway may not add to the impervious surface area of the <br />property and that property owner must comply with mitigation measw~es <br />as recommended by the Ramsey/Washington Metro Watershed District <br />and Che City Engineer". <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-4-702 -CALLING FOR A PUBLIC <br />HEARING ON WEDNESDAY, MAY 24, 2006 TO CONSIDER AN <br />AMENDMENT TO TIIE ZONING CODE, SECTION 903.050 <br />RELATIVE TO HORSESHOE DRIVEWAYS AS DISCUSSED THIS <br />EVENING <br />The foregoing reso]ution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />]0 <br />
