MINUTES <br />CITY COUNCIL <br />APRII, 26, 2006 <br />ROAD Blesener announced that road limit restrictions were lifted on Friday, <br />LIMITS Apri121S1. <br />REZONING Blesener opened the Public Hearing to consider the rezoning of 2700 <br />2700 & 2724 and 2724 Rice StreeC to either Residential-Business (RB), General <br />RICE Business (B-3), and Planned Unit Development (PUD). IC was noted <br />STRhr1:JT TO that the City Planner and the Planning Commission have recommended <br />RB these properties be rezoned to Residential-Business (R-B). <br /> The City Planner indicated that the City is in the process of updating its <br /> Zoning Code, and as part of that process felt that the B-1 Zoning District <br /> should be eliminated. This District was originally designed for Che old <br /> corner grocery stores and is outdated. In planning Co eliminate the B-1 <br /> District, however, it was noted thaC there is one property in Che City zoned <br /> as such. That property is the small office building at 2700 Rice Stt~eet. It <br /> was also noted that the beauty salon/office building on the opposite corner, <br /> 2724 Rice Street, was zoned Single-Family Residential (R-1). <br />The Planner indicated that in looking at the area and considering the fact <br />that 2700 and 2724 Rice Street provide a buffer from Rice Street for the <br />Iona Lane single-family neighborhood, it was fe1C the RB zoning was most <br />appropriate for these properties. The Planner noted that the current uses at <br />2700 and 2724 Rice SUeet would conform with the RB zoning. <br />LaValle asked if this would be considered adown-zoning of the properly. <br />The Planner replied that it would not given the uses allowed in the B-1 <br />District would be allowed in the RB District. The only difference is that a <br />Conditional Use Permit would be required for any new business locating <br />at either of these properties. <br />Blesener asked if the rezoning is approved if the intent would be to <br />eliminate the B-1 District entirely. The Planner replied that Chis is correct. <br />There was no one from Che general public present wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-4-98 -REZONING 2700 RICE STREET <br />FROM LIMITED NEIGHBORHOOD 73USINESS (B-I) TO <br />
