MINUTIJS <br />CITY COUNCIL <br />APRIL 26, 2006 <br />RESIDENTIAL BUSINESS (RB) AND REZONING AND 2724 RICE <br />STREET FROM SINGLE-FAMILY RESIDENTIAL (R-I) TO <br />RESIDENTIAL BUSINESS (RB) AS RECOMMENDED BY THE <br />CITY PLANNER AND THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CUP TOR Blesener opened the Public Hearing to consider a Conditional Use <br />INDOOR PermiC allowing an indoor, retail used-car dealership at 200 Ryan <br />AUTO Drive as requested by Devin Foley. It was noted that the City Planner <br />SALRS and fhe Planning Commission recommended approval with the <br />LICENSE - condition that there be no outdoor storage or outdoor display of vehicles <br />200 RYAN of vehicles for sale at this location. <br />DRIVL - <br />DEVIN TOL)JY Mr. Devin Foley appeared before the Council requesting approval of a <br />CUP so that he can operate an enclosed, indoor retail used car dealership <br />at 200 Ryan Drive. Foley reported that his intentions are to sell vehicles <br />via e-commerce sites; therefore, he has no need for drive-by traffic. Sales <br />transactions will occur over Che Internet. Customers will come to the <br />office to complete paperwork. Vehicles will be available to test drive by <br />appointment only. <br />Allan asked if sales occur nationally, how will buyers pick up their <br />vehicle. Foley reported that there are a couple of options. Buyers may <br />obtain an inexpensive airline flight and i7y in to pick up their vehicle, or it <br />can be shipped. <br />Keis asked how many vehicles he will have at the site. Foley replied that <br />he would have five to six vehicles, and hoped to rotate ten to twelve <br />vehicles through the business in a month. He indicated that he did not <br />a~rticipate that his inventory would exceed the number that he could store <br />in the building. If iC did, Foley indicated that he would find an alternate <br />storage location. Foley indicated that he will definitely not store vehicles <br />outside. <br />Blesener pointed out that the indoor retail sales license is strictly that and <br />there is no outdoor storage of vehicles allowed. <br />LaValle asked if Foley held a retail vehicle sales license with the State. <br />Foley replied that he has applied for one, and is working to meet the <br />State's conditions. LaValle asked where Foley would repair or clean up <br />vehicles. Foley stated that he would not be purchasing vehicles that are in <br />
