Little Canada Planning Commission <br />10 September 1985 <br />Page Two <br />The identifying element of this neighborhood is County Road C. <br />Paramount in the future of this neighborhood is the extent <br />to which commercial development is allowed to encroach upon <br />the existing single family residential neighborhoods and whether <br />multiple family dwelling units should be allowed as zoned. <br />Considerable encroaching commercial development has already <br />occurred along Rice Street, east along County Road C and along <br />portions of Little Canada Road. <br />Several physical factors will help determine the ultimate <br />4 development of this district. The county in recent years has <br />upgraded County Road C and as a result a considerable amount of <br />traffic uses this road as a link to I -35E. Round Lake has been <br />classified by the DNR as a "natural environment" lake. As such <br />there are strict regulations as to the extent and type of future <br />development allowed along its shoreline. A portion of the <br />shoreline is also specified in the zoning ordinance as Restricted <br />Area and cannot be built upon at all. Considering this, Round <br />Lake might potentially become the internal focal point of most <br />of this neighborhood with portions of its shoreline being developed <br />as open space. Access to a portion of the undeveloped land is <br />restricted by the Soo Line Railroad and by the re- routing of <br />County Road C, thus limiting the availability of this acreage for <br />development. <br />Future development should make Round Lake the identifying <br />element of this neighborhood. Creative design techniques should <br />be utilized to internalize this neighborhood with a transition of <br />residential densities created. Buffering should also be employed <br />extensively to ensure that the residential areas of the district are <br />protected. The best alternative means of achieving this goal in <br />light of the present development trends and shoreline development <br />restrictions, might be through creation of a PUD in the form of low <br />to mid- density housing. This would enable the total neighborhood <br />to be planned and developed in a more cohesive manner and would <br />best enable thedevelopers and City to address the restrictions and <br />desires of the present neighborhood. <br />These portions of the Comprehensive Plan tend to encourage the type of <br />development being proposed. <br />18 <br />
