Little Canada Planning Commission <br />Little Canada Mayor and City Council <br />4 September 1985 <br />Page Two <br />Drive Aisle Space and Access. Minimum drive aisle width for 90 degree parking <br />must be 22 feet. All drive aisles on the site plan are shown to exceed this <br />requirement. The proposed addition will cause a change in the circulation <br />pattern for the development by circumventing traffic from the south Market Place <br />Drive access around the addition. The current circulation pattern allows for a <br />direct route from Market Place Drive to the Rice Street access. This current <br />pattern is viewed as unfavorable in that it provides for an easy and direct route <br />through the development for traffic not using the facility. Thus, we see the <br />proposed circulation system as a positive improvement. <br />The site plan shows four access points into the mall. This spatial arrangement <br />does meet City requirements with the exception of the north access on Rice Street <br />which must be five feet from the property line. In addition, each of the curb <br />cuts exceed the 24 foot maximum requirement. While we assume these access points <br />are currently in use, it is our intention to make these issues aware to the <br />Commission and Council to insure that the necessary variance and approvals were <br />previously received. Location of the curb cut within five feet of the property <br />line requires a variance; exceeding the maximum curb cut width requires approval <br />of the City Engineer. <br />Loading. Unloading of large trucks will be from behind the Rainbow Foods store. <br />The loading berth area exceeds the 70 foot City standard. Trucks will use both <br />entrances from either Rice Street or Market Place Avenue and will exit on the <br />opposite side. Thus, no turn around area shall be needed. Maneuvering space, <br />however, will be needed for turns. Thus, we are proposing that the parking <br />stalls along the east lot line be eliminated in order to facilitate truck move- <br />ment and increase turning radius. Elimination of these stalls would not infringe <br />upon the necessary parking spaces required. It is important to note that two <br />additional loading berths are located behind the mall (see Exhibit) in conformance <br />with the City standard of 30 feet in length. <br />Landscaping. Some minor landscaping is proposed for the area along the bank <br />property line. It is strongly recommended, however, that a detailed landscaping <br />plan be submitted along with a bond in conformance with City requirements before <br />issuance of a building permit. <br />RECOMMENDATION <br />We recommend concept approval for the proposed Market Place addition contingent <br />upon the following items: <br />1. The developers apply for a PUD amendment. <br />2. The 25 parking spaces on the east lot line be eliminated. <br />3. The five foot property line barrier be observed throughout the <br />development. <br />4.
