A G R E E M E N T
<br />WHEREAS, it is the desire of the following municipalities of Ramsey
<br />County: White Bear Lake, Vadnais Heights, Shoreview, Roseville, North
<br />St. Paul, New Brighton, Mounds View, Maplewood, Little Canada, Falcon
<br />Heights, Arden Hills, and Gem Lake to be prepared to deal adequately with
<br />natural or man -made disasters and other Civil Defense emergencies
<br />occurring within the boundaries of said municipalities; and
<br />WHEREAS, in order to insure that such preparations be adequate to
<br />protect the lives and property of the residents of said municipalities, it
<br />is hereby found and declared to be necessary that said municipalities
<br />agree to furnish assistance to each other in the event of an emergency.
<br />NOW, THEREFORE, the municipalities of Ramsey County hereby agree to
<br />furnish assistance to each other upon the terms and conditions hereinafter
<br />set forth, as follows:
<br />1. Whenever the public interest requires it as a result of a
<br />natural disaster or other Civil Defense emergency occurring
<br />within the boundaries of any of the said municipalities, the
<br />Civil Defense /Emergency Services Director of the municipality,
<br />or his designee, hereinafter called the receiving municipality,
<br />may, in his discretion, call upon the other municipalities,
<br />hereinafter called the sending municipality, to furnish equip-
<br />ment, personnel, and supplies of the sending municipality to
<br />provide assistance to the receiving municipality.
<br />2. Upon the request of the receiving municipality, the Civil
<br />Defense /Emergency Services Director of the sending munici-
<br />pality, or his designee, shall authorize and direct such
<br />personnel, equipment, and supplies as, in his discretion, are
<br />available to go to the assistance of the receiving municipa-
<br />lity.
<br />3. The sending municipality reserves the right to retain for its
<br />own use such equipment, personnel, and supplies as, in the
<br />discretion of its Civil Defense /Emergency Services Director, or
<br />his designee, may be necessary for the proper and adequate
<br />protection of the sending municipality, and the Civil Defense/
<br />Emergency Services Director of the sending municipality, or his
<br />designee, shall authorize and direct to the receiving munici-
<br />pality only such equipment, personnel, and supplies as can, in
<br />his discretion, be safely spared from the sending municipality,
<br />and in case of an emergency arising within the sending muni-
<br />cipality while the equipment, personnel, and supplies of that
<br />municipality are engaged in the receiving municipality, the
<br />Civil Defense /Emergency Services Director of the sending
<br />municipality, or his designee, may, in his discretion, recall
<br />to the sending municipality such equipment, personnel, and
<br />supplies as he may consider necessary to meet such emergency.
<br />4. While engaged in the receiving municipality, the personnel of
<br />the sending municipality shall be under the control and direc-
<br />tion of the receiving municipality, but shall be paid by the
<br />sending municipality the same as if performing their regular
<br />duties within the sending municipality.
