northwest associated consultants, inc. <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 11 February 1986 <br />RE: Hardee's Conditional Use Permit <br />FILE NO: 758.09 - 86.01 <br />BACKGROUND <br />Nelson Food Enterprises has applied for a conditional use permit to develop a <br />Hardee's Restaurant at the corner of Rice Street and Minnesota Avenue, directly <br />north of the existing McDonalds, and adjacent to the U.S. Swim and Fitness Club. <br />The site is zoned B -3, General Business. Convenience food is a conditional use <br />in this district. <br />ANALYSIS <br />Conditional uses are those uses which, while conforming in general to the intent <br />of the zoning district, require the implementation of special, extraordinary <br />conditions to ensure conformance to the City's Land Use Plan. In the case of <br />convenience, or "Fast- Food" Restaurants those conditions typically relate to <br />site layout and circulation problems caused by drive - through service windows, <br />and extra parking needs resulting from the higher intensity of patronage <br />over a typical full service restaurant. <br />Setbacks <br />The proposed site plan shows a site with 200 feet of frontage on Minnesota <br />Avenue and 245 feet along Rice Street. By ordinance definition, the front of <br />the site will be the Minnesota frontage.
