MINUTES <br />Planning Commission <br />Feb. 13, 1995 <br />Hardees <br />(Cont.) <br />Klingelhut <br />Auto Sales <br />Frank <br />Frattalone <br />Property On <br />County RD C <br />The Planner pointed out that the City Engineer is recommending that <br />Hardees does not have access on Rice Street. The Planner pointed <br />out that Rice Street is designated as a minor arterial and the City's <br />Comprehensive Plan discourages outlets on minor arterials. The Planner <br />also pointed out the mess in the area with the access McDonald's has on <br />Rice Street. <br />Mr. DeLonais felt that a business with 245 feet of frontage along Rice <br />Street should be allowed access to Rice Street. <br />Mr. Costa also stated that Roseville is not concerned with accesses <br />onto Rice Street. Costa felt that if Hardees is denied access to <br />Rice Street, it should he allowed two accesses on Minnesota. <br />The Planner informed the Commission that Hardees needs to do some <br />work on its proposal as it is violating rear yard setbacks. <br />Mrs. Timmons recommended that the Hardees proposal be tabled until <br />the developers present a pr000sal to the Planning Commission. <br />Motion seconded by Mr. Perlincer. <br />Motion carried 6 - O. <br />The Planner reported that Mr. Klingelhut needs a conditonal use <br />permit for retail auto sales in Ryan Industrial Park. The Planner <br />suggested that the only condition of the permit would be that no <br />retail activity would be allowed in the industrial park. This is <br />not a problem for Mr. Klingelhut as he will he brokering automobiles. <br />The Planner explained that retail activity in the park would be a <br />problem because of the mixing with truck traffic and the site is not <br />set up for retail sales. <br />Mr. Davison recommended approval of the conditional use permit for <br />auto sales requested by Mr. Klingelhut conditioned that no retail <br />auto sales occur on site. <br />Motion seconded by tir. Costa. <br />Motion carried 6 - 0. <br />The Planner reported that the matter of the Frank Frattalone property <br />on County Road C has been postponed. <br />Mr. DeLonais felt that the condition of the property in front of <br />Mr. Frattalone's should he looked at by the 2uilding Inspector. <br />Page -4- <br />
