4 <br />12. Accomplish transitions between distinctly differing types of land uses <br />in an orderly fashion which does not create a negative (economic, <br />social or physical) impact on adjoining developments. <br />13. Wherever possible, ensure that changes in types of land use occur <br />either at center, mid -block points so that similar uses front on the <br />same street, or at borders, or areas separated by major man -made <br />or natural barriers. <br />14. Where possible reduce the impact of physical barriers by providing <br />connections between presently segregated areas. <br />15. Protect integrated use districts (e.g. residential neighborhoods, <br />commercial centers, industrial parks) from penetration by through <br />traffic. Where through traffic problems are identified, correct such <br />problems as opportunities arise. <br />16. Minimize and reduce the amount of land devoted to streets. <br />. 17. Establish sufficient setback requirements for new development along <br />major streets to prevent future problems of street upgrading (e.g. <br />widening). <br />18. Upgrade or remove substandard and deteriorated commercial, industrial <br />and residential structures through private means and /or public assistance. <br />19. Create programs and incentives for continuing privately initiated <br />maintenance and redevelopment of existing land use development. <br />When possible, the City can be a partner with already established <br />private groups in undertaking development and redevelopment efforts. <br />20. Ensure that development is accompanied by corresponding development <br />of related supportive facilities and services which are required. <br />21. Develop programs and incentives to ensure continued maintenance <br />and improvement of existing land uses. <br />22. .Formulate and enact codes and ordinances which will reflect needs, <br />desires, and plans of the community and which will establish and <br />create high standard, modern development. <br />22 <br />
