RESIDENTIAL <br />1. Plan and develop residential neighborhoods according to determined <br />planning /development district boundaries. <br />42. <br />Encourage a low to medium density residential character for the <br />community. <br />Protect residential development from adverse environmental impacts, <br />including noise, air, and visual pollution. New residential develop- <br />ment shall be prohibited when noise and /or air pollution exceed <br />accepted standards and negative impacts are not correctable by <br />construction, site planning or other techniques. <br />4. Plan and develop residential neighborhoods as units with related, but <br />limited supportive service and commercial facilities. <br />5. Plan and develop housing for both families and elderly persons of low <br />as well as moderate incomes. <br />6. Avoid the concentration of low and moderate income housing within <br />a single project or area of the community. <br />7. Develop housing options for the elderly within close proximity to <br />supportive service and commercial facilities and within easy access <br />of other required facilities such as recreational areas, hospitals, <br />clinics, etc. <br />8. Develop high intensity housing in conjunction with major service, <br />commercial and recreational facilities. <br />9. Provide high density development with reasonable, but not <br />necessarily direct, access to major thoroughfares. <br />10. Ensure that high density (apartment) housing is not placed or utilized <br />specifically as a buffer or a use capable of absorbing negative impacts. <br />Prohibit residential development in those areas designated for public <br />park, open space or recreational use. <br />12. Preserve the character of low and medium density neighborhoods <br />by preventing encroachment from higher use types and by buffering <br />these neighborhoods from other types of land use. <br />2 ? <br />
