i13. Encourage the development of three bedroom rental units, <br />primarily in the form of duplexes and townhouses. <br />14. Encourage and promote a range of choke among housing types <br />and options in order to both reduce overcrowded housing conditions <br />as well as discourage underutilized housing. <br />15. Encourage and promote owner - occupancy. <br />16. Provide a variety of housing types, styles and cost ranges. <br />if 17. Encourage the development of housing styles which both conserve and <br />increase the efficient use of the land. <br />4519. <br />Avoid the emergence of a polarizing age distribution by continuing <br />to attract young persons to the community through provisions for <br />housing styles which reflect related life styles and economic <br />construction costs. <br />Ensure that all new housing, including housing for persons of low and <br />moderate income, adhere to the highest possible design, planning, <br />and construction standards. <br />20. Encourage the utilization of cost saving construction techniques <br />including the use of new materials, techniques and off -site <br />manufacturing. <br />Encourage the development of alternative forms of housing such as <br />patio homes, townhouses and condominiums "to supplement conventional <br />single family homes and apartments. <br />22. Provide systematic inspection and enforcement programs to both <br />preserve and improve the existing housing stock and residential <br />envi ronment. <br />23. Rehabilitate substandard housing through private means and /or public <br />assistance. <br />24. Remove substandard housing when it is judged not economically <br />feasible to correct deficiencies. <br />25. Upgrade rental housing standards to require adequate soundproofing <br />as well as adequate open space, landscaping, and recreational facilities. <br />26. Protect residential neighborhoods from penetration by through traffic. <br />27. Provide access to major streets on the periphery of residential <br />neighborhoods. <br />24 <br />
