MINUTES <br />Planning Commission <br />Jan. 9, 1986 <br />Goff Goff agreed that the property has no character and there must be <br />Construction landscaping done to change the nature of the land. <br />(Cont.) <br />The Planner felt that before design issues are discussed, the <br />Commission should discuss the issue of the rezoning. <br />Timmons stated that she was opposed to the rezoning as presented. <br />Davison stated that he was concerned with the density and felt that <br />the development would turn into rental units. Davison stated that <br />he would like to see less density and perhaps 4- plexes developed <br />on the property. <br />Goff estimated the amount of people at 1 1/2 per unit under his <br />proposal and at 2 to 4 people in single family homes. Goff did <br />not feel that the amount of people would be much different under <br />either proposal. <br />Timmons, asked if twin homes or quads was .a possibility. Goff replied <br />that it was possible and pointed out that County Road D was a <br />collector street and did not feel that his development would have <br />much effect on Arcade Street. <br />Goff reported that there would be 30 feet between buildings and there <br />would be two parking spaces per household. Goff would also like to <br />make the road through the development a public street. Goff further <br />reported that an association would be formed to take care of the <br />ground and buildings. <br />Goff reported that his numbers are all within code and he has tried to <br />orient the development toward the southeast. <br />Timmons was concerned about the development retaining its value <br />because of the density and the development on the other side of <br />County Road D. <br />Goff explained that he uses high quality materials in construction <br />and felt that the development would retain its value and appearance. <br />Costa felt that the concept was good, but felt that more work needed <br />to be done. <br />Timmons felt that the concept was reasonable given the development <br />on the other side of County Road D. However, twin homes or quads <br />would provide less density. Timmons felt that Mr. Goff should try <br />to develop a more neighborhood type of environment with less density <br />and a passive area. <br />Mr. Davison agreed that the density should be lowered and landscaping <br />provided along Arcade and the Westwind development. Davison liked <br />the idea of access to County Road D. However, Davison felt that if <br />the City is going to rezone the property, it should get the development <br />that it wants. <br />Page -3- <br />
