MINUTES <br />CITY COUNCII, <br />AUGUST 9, 2006 <br />would research the parking issue in more detail for a fuCUre report to the <br />Council. <br />The Administrator indicated that as the multi-housing licensing issue <br />progresses, he will provide Che Council with a detailed report at a future <br />workshop meeting. <br />ASSOCIATION The City Administrator reported that the Association of Metropolitan <br />Or Municipalities approaches the City each year about membership. He <br />METROPOLITAN noted that of the Ramsey County cities, Little Canada, Roseville, <br />MUNICIPALITIES Shoreview, and Vadnais Heights are not members of AMM. The <br />Administrator reported that AMM provides many of the services that the <br />League of Minnesota Cities provides, however, AMM has a metro focus, <br />while the LMC is an advocate for all cities. <br />Given the AMM's membership cost and the services already provided by <br />LMC, it was the consensus of the Council not to join AMM at this time. <br />ORGANIZED The CiCy Administrator reported thaC he is currently in contract <br />COLLECTION negotiations with the haulers relative to the January, 2007 renewal of their <br />contracC with the City. The Administrator noted that disposal and <br />collection rates have been frozen for the past five years. The haulers are <br />asking for an approximately 14.3% rate increase with sates frozen during <br />the contract period. They are also asking for a fuel surcharge fee that will <br />adjust up or down with fuel prices. The haulers have indicated that they <br />will be asking for fuel surcharge fees as a part of all their contract <br />renewals. <br />Blesener asked the CiCy's alternatives. The Administrator indicated thaC <br />Onyx in WhiCe Bear Lake might be an opCion, but pointed out the haulers <br />efforts aC the Legislature Co protecC their routes. The haulers are trying to <br />push for legislation that would result in a taking for lost routes. <br />The Administrator felt that the haulers' pricing proposal was reasonable, <br />and anticipated that other cities would be faced with Che fuel surcharge fee <br />that is proposed. <br />Keis asked about recycling. The Administrator reported that there will be <br />a $.38 increase because of the single-sort bin. The haulers are proposing <br />that single-sort recycling will begin in October, buC the added charge will <br />noC start until January I, 2007. <br />
