MINUTES <br />CITY COUNCIL <br />AUGUST 9, 200( <br />Valor Property - 2 acres of property with an existing St. Paul <br />Water Department easement as well as potential drainage <br />problems. Property is zoned I-1. <br />The consensus of the Council was Chat staff should determine whether <br />there is adequate room on the Rustad and Lunzer properties to lay out an <br />appropriate Public Works operation. It was noted that the Ortel report <br />would be utilized in evaluating the two properties. Once adequacy is <br />determined, the options should be brought back to the Council for review. <br />At that point, a site could be chosen and an appraisal ordered. <br />TWIN LAI~E The City Administrator reported that he would be putting together the <br />BLVD. RFP for the Twin Lake Blvd. property based on three options: single- <br />PROPERTY family development, townhomes, or assisted living. Once proposals are <br />received, they will be submitted to the Council for evaluation. <br />It was noted that the property is currently zoned Single-Family <br />Residential, R-1. The options of single-family and townhomes were <br />discussed aY a neighborhood meeting, but the Administrator noted that the <br />assisted living option was not. If the property were to be rezoned, the <br />appropriate public hearing would have to be held. <br />The Administrator noted that another option would be for the City to try to <br />develop the property on its own similar to what the Roseville School <br />District did with property on Lake Owasso. The Administrator was not <br />sure that the City would gain much financially, however, given the more <br />stringent requirements that the City would be subject to. <br />It was the consensus of the Council that staff proceed to finalize the RFP <br />for the Twin Lake Blvd. property as discussed. <br />MULTI- The Administrator reported that he would be meeting with Molly Grove of <br />HOUSING MN Multi-Family Housing Association tomorrow afternoon on the multi- <br />LICENSING housing licensing issue. It was his understanding that Montreal Courts <br />was invited to attend this meeting. <br />The Administrator further reported that Montreal Courts has changed the <br />amount of dollars they are willing to cotmnit to on-site security. He also <br />noted that Montreal Courts elimination of garage space at the north end of <br />their property may impact their required parking. The Administrator also <br />noted that it is his understanding that gat age space that is rented cannot be <br />used to meet parking requirements. The Administrator reported that he <br />4 <br />
