MINUTES <br />Planning Commission <br />May 8, 1986 <br />Bingo <br />(Cont.) <br />30 days before making a recommendation. Costa pointed out that <br />this is gambling and felt that the Commission should think the <br />matter over. <br />DeLonais agreed and stated that he would like to see the hours <br />of operation, days of the week bingo would be played etc. before <br />making a decision. <br />Mr. Davison asked if this was a permitted use. <br />The Planner replied that it falls under commercial recreation. <br />Davison asked if this matter should have come before the Commission <br />previously. <br />The Planner pointed out that the applicants have applied for a <br />gambling license and the City only has the authority to disapprove <br />the license. The Planner stated that this falls under the domain <br />of the Council. It is the site conditions that the Planning Commission <br />has been asked to deal with. That is the parking conditions. <br />Mr. Costa asked if any study has been made to determine if the bingo <br />hall would be successful. <br />Finnerty reported that the charities are not allowed to allocate money <br />for studies. However, it was their feeling that the bingo hall would <br />be successful. <br />Costa asked if any advertising was planned. <br />Finnerty felt that the charities needed only to rely on word of <br />mouth advertising, and whatever advertising the press provided. <br />Mrs. Timmons questioned how busing would work. Finnerty reported that <br />he knows people who put together bus tours for this purpose and felt <br />that the buses would attract people from areas such as Forest Lake or <br />Blaine. Timmons asked if the buses would leave the site after dropping <br />people off or would stay. Finnerty thought that they would stay <br />until the end of the session. <br />Finnerty reported that the charties began discussing the possibility <br />of bingo in Little Canada two months ago and checked on zoning, <br />parking, etc. Finnerty reported that the issue of parking needed to <br />be taken care of and the State has postponed action on their application <br />for a gambling license until the end of May to give the charities time <br />to resolve this issue. If the charities cannot get action before the <br />State meets, they will lose the application fees they have already <br />submitted. <br />DeLonais asked if bingo would occupy the whole building. The Planner <br />replied that 8,000 square feet would be occupied for an educational <br />purpose possibly by the North Suburban Developmental Achievement Center. <br />Page -6- <br />
