MINUTES <br />Planning Commission <br />May 8, 1986 <br />Bingo <br />(Cont.) <br />Mr. Short explained that he was the building owner and would be <br />leasing the building to various charities who would be operating <br />the bingo hall. Also, the charities have indicated that they <br />will give 20% of the profits to the City. Short reported that the <br />City Council has approved the proposal provided that parking <br />requirements are met. Short pointed out that he has now done this <br />and, in fact, has exceeded the Code requirements. <br />Mrs. Timmons asked what security measures are planned. <br />Mr. Short replied that the various charities will be providing <br />security. Mr. Masman agreed and pointed out that there would be <br />no liquor on the premises. <br />Mr. Masman also indicated that the charities have formed a Board <br />of Directors which will oversee the bingo operation. <br />Mrs. Timmons asked for a list of the charities involved and how <br />long they have been in existence. <br />The charities are as follows: <br />Minnesota Registry of the Interpreters of the Deaf - 50 years; <br />St. Joseph's Society - 1951; <br />Servants of Mary, Inc. - 7 years; <br />Front Avenue Sr. Boosters Club - 25 years; <br />Lions Club of Little Canada - 10 years or more; <br />North Suburban Developmental Achievement Center - 25 years; <br />Ramsey County Humane Society. <br />St. John's Church of Little Canada has indicated an interest, but <br />has not filled out the necessary applications. <br />Mr. Costa asked how financial records would be kept. Lois Blomberg <br />of St. Joseph's Society replied that financial record keeping must <br />meet State requirements. <br />Bob Finnerty of Minnesota Tip Board reported that due to recent <br />Legislative action, the expenses of the bingo operation could not <br />exceed 50% of the gross receipts. This will leave only large <br />bingo games or else the smaller church games left. <br />Finnerty reported that the charities have formed a Board of Directors <br />on which each charity will have a member and each member will have <br />one vote. The Board will set internal policy and controls. <br />Herkenhoff asked if there would be any individual profits. <br />Finnerty replied that there will be employees and they will be paid <br />wages. <br />Mr. Costa stated that he would like to study the issue for another <br />Page -5- <br />Y <br />
