Benshoof4Q E <br />RE: Traffic Review of Proposed Concept Plan for Schroeder <br />Property on Rice Street In City of Little Canada <br />PURPOSE AND BACKGROUND <br />This memorandum is to document our traffic review of the <br />proposed concept plan for the Schroeder property located on <br />the east side of Rice Street, north of Minnesota Ave. in the <br />City of Little Canada. Our review has focused on the <br />potential for a new driveway to Rice Street - whether such a <br />driveway could be provided without causing significant <br />adverse impacts for traffic using Rice Street. To <br />accomplish this review, we have performed the following <br />major work tasks: <br />1) Reviewed pertinent background information, including: <br />- City consultant planner staff report dated <br />February 11, 1986 <br />- Follow -up letter from Mr. Licht to Mr. Dimond dated <br />February 27, 1986 <br />- Letter from /r. Fashant of Mn /DOT to Mr. Shardlow, <br />dated April- 15, 1986, which authorized access to Rice <br />Street, provided that it 1s limited to right turns in <br />and out only <br />As a further effort to gain a sound understanding of <br />the traffic issues pertaining to this matter, personal <br />conversations were held with Mr. Licht and with the <br />Mn /DOT District 9 Traffic Engineer, Mr. Robinson. <br />2) Conducted supplemental field surveys to establish <br />pertinent roadway dimensions and to determine existing <br />traffic volumes and operating characteristics <br />40 <br />
