Mr. John Shardlow , <br />-2- May 13, 1986 <br />3) Forecasted traffic volumes that would be generated by <br />the proposed development with and without a new drive- <br />way to /from Rice Street <br />4) Analyzed the implications of a potential new driveway <br />to Rice Street and developed appropriate conclusions <br />and recommendations <br />According to Mike Robinson, the Mn /DOT District 9 Traffic <br />Engineer, Mn /DOT plans to resurface Rice Street (T.H. 49) <br />north of T.H. 36 in 1987. With this resurfacing, Mn /DOT's <br />current intent is to convert Rice Street north of Minnesota <br />Ave. from a four lane undivided roadway to a three lane <br />roadway (one through lane in each direction plus a two -way <br />left turn lane). Depending on the specific future layouts <br />for this resurfacing improvement, Mr. Robinson indicated <br />that high likelihood exists that full movements could be <br />provided at a new driveway on Rice Street serving the <br />Schroeder property. Considering Mr. Robinson's comments and <br />Mr. Fashant's letter of April 15, 1986, the two primary <br />points regarding Mn /DOT's position on a new driveway are: <br />• A new driveway can be constructed now, provided that it <br />allows right turns in and out only. <br />• Following the resurfacing of Rice Street and implemen- <br />tation of three -lane operation, it is quite likely that <br />full movements will be allowed at the driveway. <br />EXISTING ROADWAY AND TRAFFIC CHARACTERISTICS <br />Rice Street (T.H. 49) presently is a four lane undivided <br />roadway; the 1982 average daily traffic volume on Rice <br />Street north of T.H. 36 was 17,900 vehicles per day. On the <br />east side of Rice Street between T.H. 36 and the north edge <br />of the subject property, six access points presently are <br />provided - frontage road, two driveways for service station, <br />McDonald's, Minnesota Ave., and driveway at the north edge <br />of the site (470 feet north of Minnesota Ave.). On the west <br />side of Rice Street between T.H. 36 and the north edge of <br />the subject property, three access points presently are <br />provided - Country Kitchen, Minnesota Ave., and Woodbridge <br />St. (280 feet north of Minnesota Ave.). On April 29, 1986, <br />a traffic survey was performed to record traffic volume and <br />usage characteristics during the p.m. peak period (4:00 - <br />6:00 p.m.). Major observations from this survey Include: <br />• The intersection of Rice Street and Minnesota Ave. <br />provided reasonable traffic operation. <br />- Most through vehicles on Rice Street used the out- <br />side lanes because left turn vehicles often occupied <br />the inside lanes. <br />41 <br />
