Mr. John Shardlow <br />-3- May 13, 1986 <br />- The queue for westbound vehicles on Minnesota Ave. <br />typically was three to four vehicles and extended to <br />the location of the McDonald's drive - through exit. <br />• No problem was observed for vehicles from Woodbridge <br />Street that turned left to proceed northbound on Rice <br />Street. The traffic signal control on Rice Street at <br />Minnesota' Ave. and at County Road B -2 provided adequate <br />gaps in the traffic flow on Rice Street. <br />TRAFFIC FORECASTS AND ANALYSIS <br />In order to provide a sound basis for assessing the feasi- <br />bility of a new driveway to Rice Street, we developed <br />traffic forecasts for the potential development. for the <br />purpose of this analysis, the following two land uses were <br />assumed for the property on the east side of Rtce Street <br />between Minnesota Ave. and the existing driveway located 470 <br />feet to the north: Hardee's Restaurant with 4,300 sq. ft. <br />and another quick service restaurant with 3,000 sq. ft. <br />Development traffic volumes have been forecast for the p.m. <br />peak hour (about 4:30 to 5:30 p.m.) for three scenarios: <br />1) no new drivewayy'2) driveway opposite Woodbridge St. with <br />right turns in and out only, and 3) driveway opposite <br />Woodbridge St. which would allow full movements. We used <br />traffic counts that we have taken at other quick service <br />restaurants as the basis for our trip generation projections <br />for this development. The expected directional distribution <br />of trips to and from the new development was established <br />using data on the directional distribution for trips exiting <br />from the McDonald's site. Based-on the McDonald's traffic <br />observations, the development traffic Is expected to dis- <br />tribute as follows: 47 percent to/from ;the south on Rice <br />Street, 39 percent to /fromw'the:north on Rice Street, 6 <br />percent to /from the east on Minnesota Avenue, and 8 percent <br />to /from the west on Minnesota Avenue. <br />Based on the expected trip generation and trip distribution <br />characteristics, specific p.m. peak hour development traffic <br />projections were developed for the site driveways on Rice <br />Street and on Minnesota Ave. Malor implications on Rtce <br />Street are es follows: <br />• Under Scenario 1, development traffic volumes would be <br />concentrated at Minnesota Ave. and at the existing <br />driveway 470 feet to the north. <br />• Under Scenario 2, with only right turns allowed at a <br />new access point opposite Woodbridge Street, the <br />expected p.m. peak hour driveway volumes would be 91 <br />right turn movements into the site and 51 right turns <br />out of the site. The volumes comprise eight percent <br />and five percent, respectively, of the existing north- <br />bound traffic on Rtce Street during the p.m. peak hour. <br />4 w <br />
