sr.- n. <br />MINUTES <br />City Council <br />January 27, 1982 <br />instructed tne Planner to make his inspection. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 82 -1 -47 - DECLARING THAT THE MCCUMBER <br />LANDSCAPE BOND BE WITHHELD UNTIL THE END OF MARCH AT <br />WHICH TIME THE CITY PLANNER SHOULD MAUY AN INSPECTION <br />OF THE LANDSCAPING AND REPORT BACA TO THE COUNCIL AT <br />THE SECOND COUNCIL MEETING IN MARCH <br />The foregoing resolution was duly seconded by Mrs. Nardini. <br />Ayes (4) Fahey, Nardini, Forsberg, Scalze. <br />Nayes (1) Hanson. <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 8, Page 27. <br />Senior The City Attorney informed tne Council that the City can adopt a <br />Citizen policy witn regard to deferring senior citizen assessments by either <br />Deferred resolution or ordinance. The Legislature also allows the City to <br />Assessments set a similar procedure for disabled persons. Mr. Sweeney suggested <br />that the procedure should only apply to future assessments and the <br />Attorney submitted a letter to the Council outlining standards. <br />Mr. Sweeney also stated that the Council can set standards as long <br />as it treats people on a consistent basis. <br />Mr. Fahey commented that this means the Council could grants deferrments <br />to all senior citizens as long as it did the same for all seniors <br />requesting such deferrments. <br />Mr. bweeney stated that tuis was correct. <br />Mrs. Scalze asked why the figure of 2% was included in Mr. Sweeney's <br />letter. Sweeney stated that he used this figure because that is the <br />figure used by some of the other cities he is familiar with. <br />Mr.Fahey asked about the five year review provision. Fahey stated that <br />five years seemed a long time and he would rather have a three year <br />review. <br />Mrs. Scalze asked how the City could .determine the 2% figure if a <br />senior citizen has not filed a tax return. Mr. Sweeney stated that <br />the City could require the senior citizen to submit a sworn affidavit <br />stating income. <br />Mrs. Nardini stated that she did not feel it was anyone's business <br />what a senior citizen had and did not want to see this information <br />be made a part of public records. <br />Mayor Hanson commented that he felt the City should continue its <br />present policy for granting senior citizen deferrments. Forsberg <br />stated that he agreed and pointed out that the City did receive <br />interest on these deferrments. <br />3 <br />
