MINUTES <br />Planning Commission <br />March 13, 1986 <br />Lakeview Estates <br />Preliminary Mr. Gordie Howe appeared before the Commission requesting approval <br />Plat of the Lakeview Estates preliminary plat. Howe described the location <br />of the property. Howe reported that he is requesting approval of <br />five lots. Six would he allowable under Code, but felt that because <br />of the grade of the property and terracing that must be done, five <br />lots would be preferable. Howe also pointed out that there is a <br />driveway easement and a sewer easement that he must work around. <br />Mrs. Timmons suggested that the width of the lots conform more to <br />the widths of the existing lots on Edgerton. <br />Howe was agreeable to his if the sewer and driveway easements did not <br />prevent it. <br />The Commission questioned the possibility of the development of the <br />property in the back of Lakeview Estates. Timmons pointed out that <br />this area is a wetland and will probably never be developed. <br />Mr. Howe felt that the lot at the north end should be a little wider <br />than the others as it is adjacent to the driveway easement. <br />Timmons stated that she was opposed to any more development of <br />wetlands in the City. <br />Mr. Davison recommended approval of the Lakeview Estates preliminary <br />plat subject to the Engineer's report on drainage and utility <br />easements and subject to the Planner's recommendation and strongly <br />urging uniformity in the width of the lots. <br />Motion seconded by Mr. Herkenhoff. <br />Motion carried 7 - 0. <br />Tax The Planner informed the Commission that the City is looking into <br />Increment the possibility of establishing tax increment development districts. <br />Financing The Planner presented a map showing these districts. <br />The Planner reported that by doing this the City is saying that <br />some time in the future the City may decided to undertake a tax <br />increment project somewhere in one of these districts. <br />At this point the Council is seeking comments from the Planning <br />Commission on district boundaries. <br />Mr. DeLonais stated that his personal view was to let people develop <br />their land when they wish. DeLonais felt that tax increment <br />financing was an easier way for the City to condemn property. <br />The Planner replied that under tax increment financing, the City <br />cannot condemn property any differently than any other procedure. <br />Typically, tax increment projects almost never use condemnation. <br />Dann -1- <br />
