MINUTES <br />'C;ty Council <br />June 26, 1985 <br />Sophie/ <br />Peterson <br />Property <br />(Cont.) <br />McDonalds <br />CUP & <br />Variance <br />Agenda <br />Item No. 4 <br />Mr. Fahey suggested that Messrs. Sophie and Peterson meet with the <br />Park Commission. Scalze pointed out that under the Park Commission's <br />recommendation, the developers would lose only two lots. <br />Fahey felt that since the City is restricting the developers' ability <br />to go through to County Road D, the Council should be flexible on the <br />LaBore Road issue. Mr. Blesener pointed out that even if they went <br />through to County Road D, it would not help the problem on the <br />south end. Blesener felt that the developers could develop north <br />of Allan, but when they develop south of Allan, the road should go <br />through to LaBore. <br />Ms. Kay Kassinger appeared before the Council requesting approval of <br />a conditional use permit for a curb cut onto Minnesota Avenue and <br />also for a variance for an additional pylon sign. <br />Mr. Fahey pointed out that the Planning Commission recommended that <br />the curb cut be approved and that the variance be denied. <br />There was no one present wishing to comment on McDonalds' request. <br />Ms. Kassinger pointed out that Rice Street and Minnesota Avenue is <br />now a controlled intersection and that the additional curb cut would <br />alleviate a traffic problem on Rice Street. <br />Kassinger pointed out the size of the McDonalds property and felt that <br />due to the excessive size an additional sign was warranted. <br />Mrs. Scalze felt that a 50 foot high pylon was overkill. <br />Kassinger stated that they would probably do a balloon test to <br />determine the height of the sign. <br />Mr. Blesener pointed out that Highway 36 is low and there are large <br />trees along Viking Drive. Kassinger stated that they would consider <br />the acquisition of additional property along Viking Drive for more <br />visibility of the sign. <br />Scalze stated that she agreed with the Planning Commission that if <br />McDonalds owns property on Minnesota, it is not up to the City to <br />provide visibility to Highway 36. Kassinger pointed out that the <br />sign ordinance says only one pylon and McDonalds does not want to <br />take the current pylon down and move it. However, McDonalds would <br />consider acquiring more property on Viking Drive if an additional <br />pylon would be approved. <br />Mr. Fahey pointed out that the Little Canada Mall has two pylons and <br />asked what the City did in this case. Fahey suggested that the <br />Council act on the first issue and table action on the pylon until <br />this can be investigated. <br />Page -4-4 - 5 A <br />
