PLANNING REPORT <br />northwest 2ssociEted consultEnts, inc. <br />TO: Little Canada Planning Commission <br />Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: 7 April 1986 <br />RE: Cardinal Property Plat - Sherman Oaks Addition <br />FILE NO: 758.09 - 86.09 <br />pEMA <br />!:FR R M8') <br />CITY OF <br />LITTLE CANADA <br />BACKGROUND <br />The developers of the Cardinal property have submitted a proposed preliminary <br />plat for division of the above property. This is being done for two general <br />reasons. First, the use of planned unit development has a different meaning <br />to the Department of Natural Resources with regard to density allowances. <br />Therefore, for the project to comply with the standards of all jurisidctions, it <br />must be processed as separate components, rather than a single multiple use, <br />multiple building project. The second potential reason is for purposes of <br />future mortgage refinancing. Lenders prefer each building to have a distinct <br />property description, thus each lot is to contain a single building. <br />The situation with the DNR evolved from the state's Shoreland Management Act, <br />and the guidelines given to DNR staff for evaluating projects other than single <br />family subdivisions. The Act loosely defines any development other than such <br />subdivisions as PUD /cluster developments. This differs from City Ordinance <br />application of PUD as multi- structure or multi -users on one lot. The outcome <br />of meetings with DNR staff was that, while DNR felt the project was well designed <br />and appropriate for the site, they did not have the ability within the current <br />regulations to endorse it officially. However, no DNR review or approval is <br />necessary if the project can be processed under City ordinance with no variances <br />from performance standards or conditional use permits. Accordingly, the <br />developer has opted to proceed in this fashion.
